My power was out on Sunday...and yet somehow I went over my limit?

Beginning to think this entire thing is b.s. Unless someone can give me a credible explanation for exceeding my limit WHILE THERE WAS A POWER OUTAGE.

OC uses the data provided by your utility. They do not just make up numbers.

    Have you checked that yet?

In this situation, which I see all the time, I recommend logging into your utility's website to verify that they are reporting correctly. It's very common for them to make errors, which they later correct. We get the corrects they make. In this case, as @UkiwiS suggests, OhmConnect is just the messenger but not to blame.
